This is a very simple step by step on how to check your O2 sensor whether it is in good working condition or need a change. If you have not get yours check, please read on. Here you go ~
1) Turn off your engine
2) Locate your diagnostic connector, and look for terminal “OX1″ and “E1″
3) Get an analog multi meter (any brand can do)
4) Select to 2.5Vdc range
5) Insert the red colour probe to “OX1″, and black colour probe to “E1″
6) Place the multi meter on the windscreen, as near to the driver side as possible
7) Start your engineWait till it reach working temperature
9) Keep your RPM at 2500
10) Observe you multi meter’s needle. It should be moving up and down, from 0 to 2/5 of full scale.
11) Time your watch, a good O2 sensor will move the needle up and down for at least 8 times in 10 sec.
If your needle move less than 8 times per 10 sec, or idle at any scale, your O2 is dead.

The electronic speed sensor on MOST Toyotas have 3 wires, all red in colour with a distinguishing stripe on each.
Red-Blue = +12V (IGN)
Red-Green = earth
Red-Yellow = signal <---There's the wire u want
If you are unsure, switch the ignition on and test the three wires, one will read battery voltage, one will have no potential (earth) and by process of elimination, the other is your signal.
The trick at that point is to simply trace back the wire through the harness (a Multimeter is important here) and connect it to the VSS input, which on the pre-May 1993 ECU is the 9th pin from the left on the top row (labelled SPD) and on the post-May 1993 ECU is the 3rd pin from the left on the top row (labelled SP1).
Once this is done, simply clear the error codes by removing the ECU fuse for about 10-15 seconds. Start the car and let it idle for a couple fan cycles and u good to go.

the ideal time for ur vvt to engage would best be seen on a dyno chart, however the good ole 'butt dyno' feel works sometime.
the ultimate is a good option to control timing and fuel , while monitoring engine parameters , used it on my car for 6 months and sold it to reddo tuner

A faulty O2 sensor would cause excessive fuel consumption, but hardly likely to the extent that you'd smell it in the engine bay, unless it's dumping fuel like crazy and you've a leaky exhaust.
I'd change the fuel lines and put new hose clamps to ease my mind if I were you. Have the engine bay completely cleaned as well so you could monitor it afterward.
I've seen a 20V burnt to a crisp because of leaky fuel lines (all sensors and electricals totally melted), so don't let it happen to you. If the problem persists, make a VERY careful inspection (check FPR and return lines as well) for any signs of leakage.
