For some of those with these amps claiming their subs handling x amount of watts. Was it really seeing that power?

The 4,000 watts claim is bogus of course, but the Watts/$ value of that amp doesn't appear to be bad at all.

What's the price in stores locally for the Boss amp?

It hit 900-1425WRMS @ 1 ohm

Can other amps in its price bracket hit that mark?

Rockville amps do rated power, the RDX -M2 does 1500rms without breaking a sweat but the two brands suffer from a similar fate... They're cheaply made and do not last very long (even when your install is textbook), ask me how I know.
