The amps will be drawing current if they're on, even when there's no signal being sent to them. How this impacts your system's maximum power it can deliver to your bass amplifiers depends on the types of amplifiers involved as well as what signal you're sending them to amplify. Usually the impact will be pretty low however if there's no input signal at all. Of course, if you're looking for fractions of a dB in gain for an SPL "burp", you might just want to switch them off anyway. This could be done by a simple push-button or other switch on the dashboard that disconnects the 12V remote turn-on lead to the amps for the mids and highs.
