Importing an Unregistered vehicle

Good day,

i am interested in purchasing and importing an unregistered vehicle in an effort to transfer rights or chassis change etc.. to have an old vehicle renewed, and put back on the rd.. looking at a Hilux Surf.

any advice on how i go about doing this. i have already found several in Japan that im interested in , i just need some help with the process on this end laws etc ..
