Try Meguiars Chrome polish first and if its heavy fumes and you think its automotive paint fumes...first soak the area with wd40..(this will get INTO the fumes and soften them up a little)..then wipe with a cloth saturated with a little SLOW thinner (1493 from Platinum or Tinys or Paint Masters) only what is really stubborn will be left and you can then use some G3 compound from Farecla or from 3m which is a little less abrasive. Work a small area at a time...by hand...or if you can get a small buffing pad on a drill...but by hand is best. Then finish off with Meguiars Chrome polish or Mothers.
A lot of work...but if you soak it first then wipe off the loose stuff with the 1493 you'll have less rubbing to do. Aaaaaaaaaaaaaaand NO...the 1493 will NOT damage the chrome nor will the g3, once you don't go rubbing like a mad man. And DONT use lacquer thinner (791)...don't even try.
