noob question, wais that "on" "off" switch on madcow's ride???

all vehicles i believe its 11 and under are required to have a direct kill switch OUTSIDE the vehicle, incase of emergencies (flip/crash) or anything of the sort, all circuits are controlled via someone on the outside.
