SUMMIT Traffic Advisories & Restrictions - 19.04.09

VSOA - FIFTH SUMMIT OF THE AMERICAS

Current Activities:
ALL AIRPORT & HIGHWAY RESTRICTIONS LIFTED.


The Piarco International Airport, its access roads and surrounding communities shall become a Security Exclusion Zone and restrict regular traffic from 17th-20th April 2009.

PASSENGER ACCESS INFO:

- Persons travelling out the country during the period were advised to cater for up to one and a half hours in delays.

- Prospective travellers will also encounter a checkpoint at BWIA Boulevard.

- Passenger drop off/collection shall continue under controlled conditions and are subject to search and seizure.

- All vehicles entering shall be subject to search and seizure at a series of checkpoints along the route.

SOFT LOCK DOWN

Piarco Airport and surrounding communities - Piarco Village and Oropune Village - would be a security exclusion zone. The zone goes into effect from midnight on Thursday, April 16th, and ends at 12 midnight on Monday, April 20th. Traffic routes and restrictions will be in effect during this time.

SECURITY CHECKPOINTS:.

- Agricultural Extension Services - Mausica Road, Centeno.
- Intersection of Golden Grove Road and Caroni North Bank Road.
- Water and Sewerage Authority Treatment Plant - Golden Grove Road.
- Caribbean Airlines Administrations Office - Caroni North Bank Road.
- Piarco International Airport Roundabout.
- BWIA Boulevard - Just after traffic lights.

RESIDENTIAL / STAFF AIRPORT ACCESS PASSES:

Persons working/operating in the North Terminal will not require any Access passes as previously stated.

All residents and businesses within the two villages are required to have access passes to enter their neighbourhoods during this period. For those working at Piarco Airport, there will be a park-and-ride service for employees.

A Park-and-Ride services will operate for those persons wishing to access the South Terminal (Red Zone) and those areas of work beyond the Limited Access Checkpoints (beyond the roundabout).

Parking will be available at the Prisons Ground on Golden Grove Road and at the Airports Authority Recreation Ground on Caroni North Bank Road. These shuttles will escorted by police from the parking areas to the airport.

Regular route taxis have given the commitment to do drop off/pick up at the Park-and-Ride locations for those persons who use taxis to get home. There is a $2.00 extra charge to the regular fare.

Please be guided by the following traffic arrangements:

ARRIVAL ROUTE PIARCO TO PORT OF SPAIN

1. Traffic is restricted along the Golden Grove Road between Piarco Intersection and Caroni North Bank Road. Only local traffic will be permitted beyond:

* The Caroni North Bank Road and the entrance to the WASA Treatment Plant on the Golden Grove Road.

* TTPOST Headquarters and the entrance to Katerserv Limited.

2. BWIA Boulevard will be divided into two:-

* The south bound carriageway will function as a dual carriageway for persons going to and from the airport.

* The north bound carriageway will be dedicated to Conference delegates and emergency vehicles ONLY.

3. Persons wishing to access the Piarco Airport from St. Helena will be required to travel along Caroni North Bank, Mausica Road, Churchill Roosevelt Highway (CRH) and BWIA Boulevard to the Airport.

4. Residents wishing to go to Central or South are being advised to take the Mausica Road to Caroni North Bank Road, Carapo Road, then Caroni South Bank Road.

5. Residents wishing to go North or into PoS are being advised to take the Mausica Road north towards the Eastern Main Road.


HIGHWAY RESTRICTIONS:-

* The west bound lane of Churchill Roosevelt Highway will be closed to vehicular traffic from Mausica Junction to the Barataria Flyover.

* The west bound lane of the Beetham Highway will be closed to vehicular from the Barataria Flyover to the Lighthouse.

* The east bound lanes of both the Churchill Roosevelt and Beetham Highways will operate as dual carriageways from Mausica Intersection in the east to the Lighthouse in the West.

* Please note, normal highway routes will be in effect on Saturday 18th April.

SECURITY EXCLUSION ZONE – PORT OF SPAIN:

1. A security exclusive zone will be established for the Conference. It is bounded on the east by the western side of Ambercromby Street up to Park Street, on the north by the southern side of Park street along the Ariapita Avenue, to the west by the eastern side of Ana Street.

2. Wrightson Road will be closed to vehicular traffic from Edward Street in east to Ana Street in the west.

3. Also that portion of the Beetham Highway from the Lighthouse to where it connects with Wrightson Road will also be closed to the public

4. No vehicular traffic will be allowed to enter Wrightson Road from the following streets in the Woodbrook area:- Gatacre, French, Cornelio, Fitt, Murray, Carlos, Alfredo, Luis, Rosalino, Alberto and Gallus Street.

In order to assist the flow of traffic, uniformed Police Officers, Motorcyclists, signs and medians will be put in place to assist motorists and other roads users.

NOTICES OF CLOSURE:

The public is advised that on Friday 17th April 2009, all Government offices in Port of Spain, that is, those located west of the Lady Young Road, Morvant Junction, Barataria roundabout and north of the Beetham highway, including Maraval and Diego Martin will be closed for business.

All agencies providing essential services including emergency, health, and protective services will remain open.

Yeah I just got this in an e-mail too, I just got transferred to Piarco from POS, and was enjoying not having to deal with as much traffic......so much for that :(

Initial plans are to have though leaving POS use the LYR to join the EMR East to Mt. Hope, then South on UBH.

But isn't it a fact that the whole US delegation will be staying at the Hilton??

Getting closer to the time when everyone will realize that they have to take Friday off!

What other roadway could they use, considering there are only three (03) arteries connecting the West with the East and the two (02) are on lockdown? Certainly not EMR via Picadilly street!! :lol: :lol:

And, do you really BELIEVE the whole US delegation is staying at the Hilton...............That wouldn't be very efficient security measures would it??

The water taxi docks at the Hyatt or there abouts... Besides I doubt they will be running for those days. According to information, the entire port will be closed...

Both lanes CLOSED in the vicinity of the Hyatt.

All affected businesses in the area should already have been informed by the Section Silver Command or Secretariat Rep.

thank god 1TTR12 gone to service. BUS ROUTE for the win cause the Main road go lock up and all backroads utilized

Temporary Traffic Restrictions

Dry Run - Summit of Americas

The Commissioner of Police in accordance with 6B(i) of the Motor Vehicle and Road Traffic Act Chapter 48:50 is authorized to make temporary traffic regulations for the movement of traffic on special occasions. In this regard, there will be a Dry Run for the Summit of the Americas on Friday 13th March 2009 from 1:00pm to 5:00pm on the following roads:-

§ Golden Grove Road between Caroni North Bank Road and Piarco Roundabout.

§ Churchill Roosevelt Highway between Mausica Road and Orange Grove Road.

§ The Western Carriageway of BWIA Boulevard will be closed to vehicular traffic.

§ The Eastern Carriageway of BWIA Boulevard will be converted to a 2-way traffic lane to accommodate vehicles entering and leaving the Piarco International Airport.

§ Vehicles travelling along the Churchill Roosevelt Highway on route to St. Helena shall proceed south along Mausica Road, west along Caroni North bank Road into St. Helena.

§ Vehicles travelling to Piarco International Airport from St. Helena shall proceed north along the Caroni North Bank Road, north along Mausica Road, west along the Churchill Roosevelt Highway and south along BWIA Blvd into the airport

§ Vehicles travelling west along the Churchill Roosevelt Highway towards Port-of-Spain shall proceed north along the Golden Grove Road, west along the Eastern Main Road, south along Orange Grove Road and continue west along the Churchill Roosevelt Highway.

Commissioner Phibert regrets any inconvenience caused to the motoring public.
