They can be machine or handwashed. SOme key tips for washing MFs:
1) Do not mix with other fabrics, especially those that can leave lint. (the lint may contain polyester fibres which will stick to the MF cloth, and will scratch your paint when next you use them). Wash them separately.
2) Wash with a dedicated MF cleaner. I normally use either Pinnacle MF detergent, or Griots Microfibre and Foam Pad cleaner. Both work great, but the Pinnacle smells horrible IMHO.
3) If an MF is too dirty, either dump it, or relegate it to "dirty" service, such as wheels or door jams.

Consider a strong degreaser. Try washing the glass with Quix/Dishwash liquid a few times.
If not, you'd need one of the APC type cleaners.

Is oily residue on the inside or the outside of the windscreen ? and by chance do you know what caused the oily residue ?
Here are the products that i would recommend you use to remove the oily residue.
if that does not work, this will definitely do the job
Apply the both products with either a microfiber cloth or terry towel and let us know how it worked for you.

007 you tried those products on the outside? What was the result? Any help at all?
If it's actual bitumen or something and it won't come out, use a tar remover and see what happens. Surprised all products thus far haven't worked though.
