Dashboard Reconditioning

i have a infinity fx35 with a messed up dashboard....is there anyone who is highly reccomended and can recondition it.
The top layer sort of has this look like if the material was melting and is begining to bubble.

Sounds like ur having the same problem as many Sylphy owners.... There is a guy in San Fernando off coffee street behind karamath roti shop... He's the man to help yuh
