My B15 steering wheel moves while engine is one while not driving. If you turn to the right sometimes it would pull against you almost as if you hit something on the road. There is a constant varying "whoo whoo" motor sound as well that gets higher with each "tug". Any expertise would be appreciated. Thank you.

Steering rack internal issues. there's a valve that directs the fluid from the psp to which ever side the steering is turned. probably faulty.
