Three different Government agencies are involved in the importation and registration of a used motor vehicle.
1. Ministry of Trade.
They make checks to ensure the vehicle is manufactured in 2018 or after.
Then they will issue the Import licence.
2. Customs and Excise.
They do checks as to the year of Manufacture.
They have to get the original Import licence.
If the vehicle has been imported and is on the Port, obviously they are the ones to clear the vehicle for delivery.
3. Licensing Office.
In order to Register the vehicle, you have to submit:
A copy of the licence from Ministry of Trade.
Customs Receipt, Customs Asessment, Certified Copy, MVT certificate........all from Customs Dept.
Invoices from Dealer in Japan, Shipping document, De-Registration Certificates from Japan's Ministry of Transport.
Any ratch, has to have extremely BIG people involved from all the departments. In this rounds nobody wants to lose his job for a S-14 for sure !
I have seen some ratch......cars with number plates that were issued before the car model came out, and cars with number plates that were issued after that model was long gone and replaced by a newer model.
But IMPORTING a model made BEFORE 2018 is another story !
