P11 AC problem

my ac controller is the digital model and works good at 18 degrees (max cold) but wen i change the temp to 19 degrees it goes to max heat. from 19 deg to 32 deg it makes no difference almost instant hot air comes out.
Changed the controller, same problem. dont no what else to change or check...
I need dis thing to work the car way too cold at night.

Dude i even changed the hot air damper motor same thing. Then I disconnected the wires and changed the temp, no hot air but temp freezing cold still... I feel i need ah complete dashboard..
