sr20 not pulling up top :(

hi folks,
i got an sr20 uk spec (black top) in ah b14 with lsd box.
the car pulls healthy between 1000 to 5000 rpm, (least i think so), ran a civic with a REALLY loud exaust, vtech(prob a b16), small tyres etc, had him fighting to keep up.
but above 5000 rpm she's (my 14) really fighting to build rpm. my rev limit is 6500.
also once in 5th gear she stayed at 4500 rpm and refused to build above that with the x to board.
i'm thinking fuel. but maybe someone else has more experience
