B13 beast springs on a B12 would raise or lower height? Front stabilizer coming with the respective bushings?

springs would have a higher spring rate i.e. they would be alot stiffer , bushings is easy to get, very cheap too. but the brackets that they are missing would not be easy to find!!

Does the front use the same type of 2 "U clamps" that the rear stabilizer bar uses?

Fibreglass? How well would paint adhere to that? Is there a specific type of Nismo fog lamp that has to be used though?

^yes fibreglass. paint adheres well. unless u have the original nismo fogs, you'll have to apply ur skills and put on a suitable pair of fogs, as the bumper does not have any brackets to hold any type of light!
