Power window goes up but not down.

Gear on the front passenger door regulator was rusted and stripped. I imported a new assembly complete. The glass was not functional before and disabled.
Today I replaced it and it went up but can't come down. I swapped with the old motor and same thing, swapped switch and same thing. Does not differ from master control or door control switch. Same issue..
Is there something I'm missing or is there a relay bank somewhere in the vehicle I need to take a look at? The switch has two NO micro switch with a common supply and dual sliders that activate either switch with the back and forth movement. They look fine and it's the same issue when the switches are pressed.
