If you've tried different brands and types of wiper blades with the same result, maybe the problem is the wiper itself.
Remove the wiper arms and the plastic shield below it. You'll see two rods connecting the arm mechanism to the electric motor. This is called the wiper transmission. Each section is connected via some ball joints encased in plastic bushings. Check that nothing is worn or broken and that everything is properly lubricated.
