However you mentioned that you heard a noise which without hearing I am assuming it is from the starter itself. This is most likely a good time to service the starter by the sounds of things. .

cud be the wiring, negative and/or positive wires to the battery have a loose connection.. My .02c

If the internal regulator on the alternator is malfunctioning (which would cause overcharging or undercharging), you can have the electrician install an external regulator if you don't want to buy another alternator or can't find the appropriate replacement part.
Btw the bubbling is not a healthy thing for the battery as you already know. Aside from killing the battery by overcharging and stuff, gas buildup can cause the battery to explode if its not venting properly so be careful when u go in the engine bay and the battery's bubbling.
