Turbo's usually have a restrictor in the oil line to reduce the pressure it gets. Too much pressure means busted seals. Engine oil pressure can be as high as 90-100 psi at full RPM, but the turbo only needs about 20 psi.

BB turbos don't need as much oil as the journal bearing cartridges (too much oil actually hampers the movement of the bearings a little bit), hence the smaller restrictor.

Factory-turbo oil lines have the restrictor built in.

too much oil psi in BB will not only hamper the bearings a little bit, it will destroy it easily.

The other question is where can one find a bit that small to drill a blank fitting? I have the journal bearing and I am fabbing up some new SS Lines for water and oil and would like to do over the rigged restrictor I have with something more reassuring. Where can I find that bit
