Advice needed on B16A SiR Civic

Good day fellas..
I am in desperate need of advice on my B16A
Situation is.. My car has been basically parked up for about 4 and half years.. I usually just washed it and give it a drive around once a month...some times longer. The engine was totally re-built just a few months before i stopped using it. I had changed the oil just before I stopped using the car. I changed the oil again earlier this year. Within the last 4 and half years.. I probably drove the car a total of 250km.
Here is my BIG problem. Recently, I tried starting the car and the engine was turning like there was no compression or like when a timing belt is burst. After trying to start for about 10 mins, it eventually started and i took it and had the injectors and throttle body serviced and drive it around for a half hour or so. Car started normal for that day. The next day, i tried starting it and got the same problem. A mechanic told me that the lifters on the cam shaft might be sticking and I should throw a cleaner in the engine and run it for a bit and change the oil. I am very hesitant to put cleaners in my engine as i usually change oil every 4000km. Can anyone give me any advice as to what may be causing the problem and how i can rectify it.. I will be extremely greatful.

sell .. jus jokin

for once a month the head gonna be dry and no oil and battery voltage might be low due to alarm .
Try running the car more often.

also flush gas tank
was it rebuilt with OEM parts or forged piston

when was the last time in those four year you changed the fuel filter also. didnt see you mention that although that is not the problem but im just asking.

LOL.. i not lending my baby for any body to drive..lol.. I have a NZE, ES1 and Teana also.. thats why the SiR was parked for so long

all the parts were from honda in canada.. i didnt change d pistons and valves.. everything else went back as original and standard size.. the battery is always full charged.. i have an external charger. i had changed the filter when i did the engine..so.. i just thought it may not need changing as yet.. the thing is.when the car does start.. it runs like normal.. the problem is just to get it started.. any one knows if its really the lifters sticking and how i can rectify that ?? one mechanic suggested i use 10w30 oil..
