position of wheels

I recently noticed that the front wheels on my honda integra are a bit further back than they supposed to be, i dont know if its my eyes playing tricks on me, but i want to upgrade from 15 inches to 17 inches so i want to know if the wheels moving back is something that can happen and how do i fix it? I have noticed that when i lock my wheels all the way to the right its rub a tad bit on the inside of the frame.
