I could be wrong, but it sounds like all you need is a good tune up and service including the trottle body and injectors, also you may want to run a diagnostics on it since the car is a bit old and may have bad sensors which cause the cold start. :)

a good tune up is prolly what i need for sure .. im not getting any codes whatsoever ...but rest assure i got it started. it turns out to be the timing was off so i just replaced the timing belt , now its just the tune up side of things .at stand still idle and park the engine tends to sort of skip a beat as if to stall which on two accasions it did .the idle speed fell well below 300 rpm . using a mac tool tacho/ timing light it was reading 750 to 760 rpm. like you say it need a tune up so i have to take it to honda for them to sort it out i guess ..
respect for the input and be blessed ...

sorry i aint been back to visit for a few dayz .. but i must tell ya'll that i got the car running . it turns out the timing wasnt spot on but.... theres a light on on the dash a red light- symbol showing like there heat coming off the cat . a secondary o2 densor (b'' sensor ) which is located in the cat it self . bare in mind the this 96 civic carries the 1 wire o2 sensor in the exhaust manifold as well...eh eh the manifold is also crack but i'll have to get it welded some how ....how ever i cant find the o2 sensor in the uk... so im thinking maybe you guys might be able to help me finding this sensor

it doesnt have to be a 'honda specific' cat sensor.
all u need is a 1 wire cat/o2 sensor thats the same threading size as your original. shouldnt be too hard to get once u look for that.

check here http://www.lambdasensor.co.uk/ they should have a bunch of universal ones, plus they are in the UK so you could call to ask them questions etc.
