I think the main issue was "pitching a stall, obstructing the passageway", not so much selling flowers. You need a license to set up stall in the city. IMHO the judge was very FAIR with the ruling...!!! That POPO was probably trying to meet quotas.

Thanks for sharing your experience ~VēġÃ³~. This has happened on numerous occasions to me also. They can clearly see from a distance that you are either reversing or turning, and still they come up inches behind you preventing you from doing so. I am amazed at such ignorance...!!!
