I will say the thing about the 15 inch rims could be true since i went back to 15 from 17 my SIR goes up to 190km/hr in D4 also it is a totally different car when it comes to performance only mod i have is a cold air intake
Rebuilt mine at Chaganaus auto supplies $7000 i.e B16a from SIR Civic but the thing is they give a one year warranty vs a forgien used $5000 if you lucky to find one and get a 14 day warranty did the rebuild about 7 months ago no problems since.
