The following items are required for lawful application of a provisional driving permit within Trinidad & Tobago:
One (1) form of national identification – Electoral Identification Card and Birth Certificate together or solely a valid Passport
Four (4) passport size photographs with green background (full frontal view of the face ears in viewing). The photographs of the applicant should not be taken more than six (6) months before the date of the submission of the application.

I would have thought that an Original Birth Certificate would be an acceptable form of ID anywhere in Trinidad???
