What import licence (if any) would I need to import brandy from France? (for resale).

would depend on volume
I once skyboxed a case of beers from miami with no special paperwork needed

Looking to import large volumes. I called the Ministry of trade and three times I was informed of all different licence (there are about 10 different licences). So I really not sure.

you could try talking to a customs broker. They should have an idea

Licensing requirements for importing liquor falls under the Excise Division of Customs and Excise IIRC.
They should be one of the people you contact (as MG Man said a broker can help but if they don't usually deal with alcohol they might not know as well)
