Consultant Derek Ramsamooj has been arrested for SPSB fraud

In the police investigation that is being conducted into the fraud affair at the Surinamese Post Savings Bank (SPSB), the consultant Derek Ramsamooj was arrested and detained by the Public Prosecution Service. He is suspected of participating in a criminal organization, forgery, fraud and has acted in violation of the Anti-Corruption Act.

Ramsamooj is from Trinidad and is the second person arrested as part of this investigation. First, the director of the Surinamese Post Savings Bank (SPSB), Ginmardo Kromosoeto, was arrested by the police. The Fraud Department of the police is responsible for this criminal investigation. An investigation was already underway into the malpractice at the SPSB. It has also been reported that Ramsamooj was a consultant to the NDP and was the mastermind behind those polls for the past decade.

In the local media in Trinidad, questions were raised about the apparent disappearance of the Trinidad and Tobago pollster, political scientist Derek Ramsamooj.


The new coronavirus, they say, was the reason for Ramsamooj's absence, but he is still involved in interpreting (or calculating) the data provided to him by field workers.


The experienced pollster has also worked in Grenada, St. Lucia, Trinidad and Tobago, Suriname, Belize, Guyana, St. Vincent and the Grenadines, Anguila and St. Kitts and Nevis.



In het politioneel onderzoek dat wordt verricht betreffende de fraudeaffaire bij de Surinaamse Postspaarbank (SPSB), is de consultant Derek Ramsamooj aangehouden en in verzekering gesteld door het Openbaar Ministerie. Hij wordt verdacht van deelneming aan een criminele organisatie, valsheid in geschrifte, fraude en heeft gehandeld in strijdt met de Anti-corruptiewet.

Ramsamooj is afkomstig uit Trinidad en is de tweede persoon die is aangehouden in het kader van dit onderzoek. Als eerste werd de directeur van de Surinaamse Postspaarbank (SPSB), Ginmardo Kromosoeto, aangehouden door de politie. De afdeling Fraude van de politie is belast met dit strafrechtelijk onderzoek. Er was reeds een onderzoek gaande naar de malversaties bij de SPSB. Naar verluidt is ook gebleken, dat Ramsamooj consultant was voor de NDP en hij was het brein achter die opiniepeilingen van de afgelopen tien jaar.

(Jamaica Observer) QUESTIONS are being raised about the seeming disappearance of Trinidad & Tobago pollster, political scientist Derek Ramsamooj from the Jamaica scene for the September 3 General Election, after he successfully predicted the result of the 2016 poll.

There was even talk that the Jamaica Labour Party (JLP), which had commissioned polls done by Ramsamooj for the 2016 election, had separated from him, but that was quickly dismissed by JLP officials when the Jamaica Observer contacted them last week.

In fact, officials revealed that Ramsamooj was very much in the thick of things, and was a part of the set-up influencing the organisation’s approach going into the next general election.

The novel coronavirus has been given as the reason for Ramsamooj’s absence from Jamaica, but he is still involved in interpreting (or calculating) the data submitted to him by those doing field work. The experienced pollster has also done work in Grenada, St Lucia, Trinidad and Tobago, Suriname, Belize, Guyana, St Vincent and the Grenadines, Anguila, and St Kitts and Nevis.

JLP officials declined to speak on the matter publicly when the Sunday Observer reached them for a comment, but one high-ranking figure said that the party’s reliance on Ramsamooj’s “guiding hand” was even better now.

“The man is playing his role same way,” the JLP senior man said. “He polled the by-election that involved Mrs (Annmarie) Vaz last year (March) and he quietly does work for us,” the official went on.

It was the poll done by Ramsamooj and revealed less than a week before the February 25 General Election of 2016 that had eyes opened wide, when it emerged that the JLP was fancied to beat the People’s National Party (PNP), as the then Opposition was riding a late momentum going into the election.

Interpol called in for Hoefdraad, Buysse and Putter - 09 Oct

The Attorney General has not only requested international identification with Interpol from ex-minister Gillmore Hoefdraad, but also two co-perpetrators. These are the Belgian Hans Buysse, managing partner of Clairfield, and the Dutchman Robert Putter. All three requests have already been submitted to Interpol. Hoefdraad had to provide extra information because he was a minister. Justice and Police Minister Kenneth Amoksi confirmed at a press conference on Thursday that this additional information has now also been given to Interpol.

All three persons are traced in the case in which ex-governor of the Central Bank of Suriname, Robert van Trikt and his business partner Ashween Angnoe (Orion Assurance and Advisory NV) were arrested. In the period between 2019 and January 2020, they are said to have been guilty of violations of the Money Laundering Criminal Law Act and other crimes mentioned in the Criminal Code and the Anti-corruption Act. Angnoe is a co-shareholder of Orion, the company that Van Trikt led until he became governor. Van Trikt subsequently remained a shareholder of the company and also owns the office building. As bank president, he would have entered into agreements with Clairfield and assigned Angnoe a number of consultancy assignments.

Putter is suspected of having been guilty of complicity in violation of the Anti-Corruption Act, violation of the Money Laundering law, participation in a criminal organization, embezzlement and fraud as described in the Surinamese Penal Code. Putter was an advisor to Hoefdraad when he was governor of the Central Bank of Suriname. Like Buysse, he can receive a maximum of 10 years in prison for the criminal offenses.

In this case, Faranaaz Hausil, member of the board of the Central Bank of Suriname and Ginmardo Kromosoeto, ex-director of the Surinamese Post Savings Bank (SPSB), were also arrested. Star news learns that on Wednesday the Trinidadian Derek Ramsamooj has been put into custody in this case. As a consultant of the SPSB, he is said to have incorrectly received funds from the bank for, among other things, opinion polls.

Political analyst Derek Ramsamooj is currently in police custody in Suriname lending assistance to a fraud and corruption matter involving Suriname's State bank.

A report in a Surinamese media publication headlined "consultant held on SPSB fraud" dated October 8 stated Ramsamooj was "arrested and detained by the Public Prosecution Service" in the

police investigation that is being conducted into the fraud affair at the Surinamese Post Savings Bank (SPSB).

"He is suspected of participating in a criminal organization, forgery, fraud and has acted in violation of the Anti-Corruption Act," stated the report.

It added that Ramsamooj, a Trinidadian, is the second person arrested as part of this investigation.

The first is the bank's director Ginmardo Kromosoeto.

"The Fraud Department of the police is responsible for this criminal investigation. An investigation was already underway into the malpractice at the SPSB. It has also been reported that Ramsamooj was a consultant to the NDP (The National Democratic Party) and was the mastermind behind those polls for the past decade.” stated the report.

Ramsamooj's companion Camille Pagee told the Express that Ramsamooj is not a suspect in the case.

He has been assisting the police for the past three days.

"Derek is not a suspect; he has inquired if there are charges proposed and was told by the Police that he is not being charged but asked to help with an investigation," she disclosed in a statement.

She stated that police in Suriname are investigating transactions which passed through the State bank.

Pagee stated that the targets of the investigation appear to be the former Minister of Finance Gilmore Hoefdraad and the Director of the bank.

She noted that the ex-Minister fled the country and the Director was taken into custody some months ago.

"Now they are contacting every person or company who had invoices paid by that bank," she stated.

Pagee added that Ramsamooj has in the past invoiced for his usual services (polling and analysis, reports on strategy, etc) which were paid there.

He was contacted and asked to make a statement. He agreed to cooperate fully. He was not 'arrested'--he drove to the police station to meet by appointment with an officer," she stated.

Pagee noted that the method of the Surinamese police is to question people in isolation- without allowing contact to family etc.

"Apparently they can keep a person at the station for 8 days and there is nothing he or anyone can do to intervene in this time. Their process is slow partly because his records are all in Trinidad, and a translator is needed before any statements can be recorded. Everything requested is being sent by email as quickly as asked," she stated.

Pagee stated that the media publication about Ramsamooj is in the Dutch language and "appeared to be embellishing liberally on a recent Jamaica Observer piece in which pundits were musing whether the JLP had "the Trini master pollster" working for them as he was when they won in 2016".

She stated that Ramsamooj was not working in Jamaica, and a retraction of the JLP's claims to the contrary was duly published.

The police detention of pollster Derek Ramsamooj is akin to a "kidnapping" as his basic human rights are being violated and he remains without any access to an attorney or his family for two weeks.

This according to his wife Camille Pagee who is fearful that Ramsamooj could be used as a scapegoat in the ongoing investigations into Surinamese Post Savings Bank (SPSB) as he worked for the former Surinamese Government led by the National Democratic Party (NDP) which was voted out of office this year.

Ramsamooj is currently in police custody in Suriname lending assistance to a fraud and corruption matter involving Suriname's State bank.

On October 8, a report in a Surinamese media publication headlined "consultant held on SPSB fraud" stated Ramsamooj was "arrested and detained by the Public Prosecution Service" in the police investigation that is being conducted into the fraud affair at the bank.

Pagee, speaking to the Express and TV6 from her office in Maraval noted that the investigation started after the new Suriname Government entered office this year.

She expressed concern that Ramsamooj is a political target.

"I believe he was just easy to pick up, they should have detained people who are actually closer to the heart of Government action and evidently they are unable to do that but they found him sitting in a hotel room with a well known name, well known as a pollster and therefore associated with the win in 2016 (NDP), there is nothing criminal about that but he was easy to target," she said.

Pagee said Ramsamooj is paying the price for successful record of political services which are all above board.

She expressed fear that false claims could be made agaisnt Ramsamooj in the absence of legal counsel.

"It is an incredibly anxious time when the only proof of life that I really have is the emails received from an investigator asking for more copies of documents, it's like a kidnapping, honestly it's not much different than if somebody has been kidnapped," she said.

Pagee said his health is of key concern as he is suffers from diabetes and needs careful management.

She said it is a "form of torture" to keep a person detained where he will have no understanding of the language spoken around him and also no communication with his family.

Pagee said she retained an attorney but the Surinamese police have "special powers" that do not allow an attorney to speak to his client when he is detained.

"The lawyer is ready and just waiting to demand medical attention for him, demand a proper basis and a reasoning for the kind of questioning going on for so long and why he should be placed on a no fly list," she said.

Pagee emphasised that the work Ramsamooj did was consistent with his business and there is proof and data to substantiate which she has been emailing to the investigators.

She said she reached out to T&T's Foreign Affairs Ministry who assured they are working and doing the best they can.

Pagee said the next step is to demand a consular visit, which is the right of a citizen in another country regardless of any other laws the diplomatic mission have a right to see their citizens and get assurance of the condition they are in.

She said she has a constant battle going on with the misinformation emanating from the Surinamese media.

"I'm asking for the right to legal representation, I'm asking for confirmation that humane conditions are provided for Derek, that proper medical attention is provided to Derek and that he has a chance to defend himself agaisnt charges," she said.

She said there are media reports of charges but nothing official from the police.

Pagee said that from day one Ramsamooj has been cooperative with the police but his continued detention without legal representation and without any access to speak to his family is worrisome and inhumane.

it amazes me how seemingly normal looking people have been living in foreign places for so long, and as soon as they have any pending criminal issues with them they all of a sudden develop a medical condition that they need to go home to address asap.
