Yea it can, but that's revenue. If 250k people spend an average of $5000 on carnival related activities (costume, fete, clothes, drinks, makeup, hair, shoe etc). Then that's 1.25B already. Then factor in corporate sponsoring, monies from music revenue, tourists coming (40K tourists coming and spending an average of 10K here, that's 400M right there).
