There are solutions. There were already solutions that worked in the 50's that were allowed to deteriorate. Also, if flooding is an issue due to runoff why people still backfilling? And literally in the lagoon too.
I am not pnm or affiliated with any party but I pass there regular and see it. And the ones backfilling backfilling higher than the folks that already there so is them ass to ketch.
