CTL is basically a wreck that is considered uneconomical to repair on a financial basis.
TL is basically a wreck that is damaged so badly that it has to be struck off from the licensing registration system. A TL can sometimes be considered "no longer a thing of its kind".
Eg. The said Ioniq is really a CTL because the unitized body structure can be repaired including subframes etc.
But the lady who died in the Mazda 323 BJ model, that Mazda would be considered a TL.
I did some accident investigations in a previous life and surveyed many vehicles that were considered a TL. Remember the black Civic that allegedly bad drive the driver of a Mitsubishi L200 pickup causing him to flip and land on top of an Almera killing all 4 occupants of said Almera? That car had blood and guts all over. The only thing that was good in that whole car was a rear taillight. Definitely a TL.
