Get the car up on a hoist. Remove the front wheels. Start the engine, and put the transmission in DRIVE. Now you can listen where the rubbing sound is coming from while the wheels turn. By the way, if the person who changed the pads lost some spring etc, you can have that rubbing sound too. Peace, RR.

If your steering wheel has buttons to operate anything, then there is a Ribbon Connector in the steering column. This is an interface between the buttons on the moving steering wheel, and the fixed wiring harness. That cannot be repaired. It has to be replaced.
