The digital designs T2 tweeter is a good option. It think it is under $500.00 iirc. The tweeter isn't harsh and gets loud.

I'm pretty sure the problem lies in the setup of your equipment. You are describing a huge 'night and day' difference which shouldn't be from just changing amps.
4-500W on a pair of 10s is descent output.

The dremel will give the neatest cut when completed, but as SR said you may shatter a few discs easily. The key is to go slow and steady. When finished, you can use one of the grinding stone attachments to finish up the edges.

PVC sheets or ABS plastic sheets is the go. Heat to conform if its a little uneven (it does not need not seal perfectly) Rivnut and screw this in place for serviceability. Damping material over the installed panels as Rovin said. This will create the seal where necessary while adding mass.
