Well I think the GORTT should give the union every facility....not that Im pro union....I think we should have a local entity operating it... Niquan is separate from all of this. It is located in the Refinery borders. However, if the Refinery is restarted, a certain product from a certain plant could be used as feedstock for niquan, hence it's location in the first place.
